No, it can be later for some men, it depends on their genetics, as listed by the NIH, there is no set age where all will experience such symptoms. You may have been slower coming into certain earlier maturity points than your peers.
Have you consulted your doctor to be sure?

Did you ever experience a growth spurt and voice change, when you were younger?
