Do you have a legit prescription for this drug or are you just trying to order it from whatever company sells it?

Only asking because I think your best bet for finding reputable online pharmacies that have Hydromorphone, would be to see the list which the NABP (National Association of Boards of Pharmacy) maintains through their VIPPS certification. I also wouldn't be surprised if there were restrictions on ordering narcotics online, whether it is legit or not; just because they are difficult enough to obtain in person at your local pharmacy.
