Been taking 40mg. Of lisinpril and 10mg of norvas for years started getting lightheaded and dizzy so they cut my lisinpril to 20mg, kept the norvas the same, BP been good but now having bad headaches, still some lightheaded moments. Can lowering the lisinpril cause the headaches?

Yes, it can cause headaches, according to the NIH, as well as nausea, dizziness, elevated blood pressure, and elevated heart rate.
Things should improve, after a few weeks, once your body gets used to the change, if the headaches don't improve, or if they get worse, you should consult your doctor, to be safe.
