I haven't been able to find anything specific, other than that most warnings specifically say not to apply it to any part of the body that may come into contact with the scrotum.

That means there are a few possible reasons, it may cause severe irritation of the skin there or since the skin tends to be very thin in that area, it may cause too much of the medication to be absorbed.
There are other possibilities as well, but far too many to list.
It's really just best to follow the instructions and heed th warnings for you own safety.
