There are several other medical conditions that can cause a false positive on a Syphilis test, such as Lupus, HIV, Lymes Disease, Malaria and certain types pneumonia.

As to the Hep-C, it depends on what type of test was used. If an ELISA test was done, it is actually known to falsely identify some antibodies as being Hep-C in about 95% of cases.
The RIBA test is much more accurate and rarely provides false positives.
