There is no difference, going by what you've listed, they are the same medication, the HCL was just not included on the label of the one. It stands for Hydrochloride and designates the specific chemical salt the medication is derived from, but they don't have to list it on the label.
Otherwise, these have just been manufactured by different companies.
Verapamil is classified by the FDA as a calcium channel blocker that is most commonly used to treat high blood pressure and certain cardiac conditions. Its typical side effects may possibly include nausea, dizziness, headache, increased urination and hypotension.
