The succinate and tartrate just refer to the specific chemical salt that the manufactured used in their process to create the drug, however, if they are both ER, then they are the same and will work in the same manner.
The ER stands for extended release, so is not a time released formulation, then there could be a difference, because a regular release formulation won't allow for the same blood pressure or cardiac control, throughout the day.
