is it better to take as low a dosage of coveram as possible which will lower my bp

Coveram contains Perindopril and Amlodipine and it is used to help lower and control high blood pressure.

As to the dosage, you should use whatever dosage your doctor has suggested. If your blood pressure is high, it is necessary to bring it down, as soon as possible. Depending on your levels, that may require a higher dose, for awhile, to bring it down fast.

Your doctor should be monitoring you regularly, that way once it does come down to more normal levels, they will be able to see if the medication is taking it too low or just maintaining it there and they can then adjust your dosage accordingly.
