How to make Camphor Menthol Methyl Salicylate Ointment. please specify how to select the base for ointment.

Dear sir,
menthol,eucalyptus oil,methyl salicylate,capsician, ointment formulation we are making, we used wax as base. its is good(in cold condition) but its melting 30c. please give me suggestion, which base i have to select.
