No, so far it hasn't been shown to do so by itself.

However, there are some studies that show it can help when combined with Chromium.

This combination has been known to help some people that have been resistant to medications, but there are no known specifics, it may help their body use the medications more efficiently, or just improve the way their body works with sugars.
