Betacap Usage

I want to know how to use Betacap for a child who's 11 years old? Can it be used on dirty hair? Is it leave in or wash out?

Betacap is not manufactured out of the US, what country do you live in? I did locate the active ingredient which is Betamethasone, used as a topical cream to relieve skin irritation.
