Will co-aleva treat an itchy throat and cough?

In short, it can, depending on the underlying cause of the itchy throat and cough.

Co-Aleva contains Ebastine + Betamethasone.

-Ebastine is an antihistamine used for allergies.
-Betamethasone is a steroid.

If your cough/itchy throat is bacterial or viral, then Co-Aleva may not be a viable option. However, if it's due to allergies or other related immune conditions then I can see why this might be prescribed.

Were you able to get any feedback from your doctor?
