3 Year Suspension From Disa

I failed a U/A in 2012 and I failed in 2017. I am under suspension for 3 yrs from looking or going back to my company and my company wants me to go to treatment and then go back asap. Can DISA do this to a person? 3 yrs is a long time. Most of my work is construction and I can't get work now because of this.
