Wow, Chris! I can see why that would be confusing.
I'll try to make it clear for you based on U.S. veterinary prescribing instructions, basically this means you can give your pup a maximum of 3 tablets, as maximum of 3 times a day, in doses 8 hours apart (but no more than 8 hours apart). Although it never hurts to double check with your vet, as I can only go by what you've typed in this post and have not seen the prescribing instructions myself.
